Rescuing a builder without a job assigned in the DB crashes

Bug Description

I yesterday altered IdleBuildBehavior.rescueBuilderIfLost to raise an AssertionError, since the situation in which this was executed didn't seem to make sense, and no tests relied on any specific behavior. Unfortunately it turns out that this does actually happen in practice, when a builder thinks it is BUILDING or WAITING but has no build assigned in the DB. This situation now blocks buildd-manager.
