Implement signal strength for plain GSM

Bug Description

Per bug #430720 nm-applet should implement display of single-strength for plain GSM data connections:

  <Vish> The other issue is the nm-applet currently does not support signal strengths for the gsm , it only uses one icon , and hence the problem.

Marking Invalid -- I know for a fact that some devices report garbage for signal strength. There may be other pieces missing, but I also know MM asks for strength regularly and NM-applet can display it (there are definitely code paths to set the right icons). All this leads me to say it's already implemented.

FWIW, gsm-3g-full was mentioned in the related bug, and is the icon that usually shows up here on my system (though I am right next to an antenna). There's also a screenshot in the related bug which shows the gsm-3g-high icon loaded, so it looks like things are somewhat working, too.
