grub2 does not respect root=LABEL when updating from grub legacy

Bug Description

Binary package hint: grub2

grub2 will insist on using UUID for specifying partitions even when the user has opted for using LABEL instead. As such, the new grub.cfg is not a correct representation of what was in menu.lst.
