"Shut Down" dialog not consistently having input focus

Bug Description

Binary package hint: gnome-power-manager

This is an annoyance that started appearing some year ago: the "Shut Down" dialog that comes up when one presses the power button is not always activated, so one will have to click it with the mouse or Alt-tab to activate it.

How to reproduce:
0) Make sure you have your power button configured to bring up the "Shut Down" dialog.
1) Make sure you have got a couple of application windows open on your desktop.
2) Alt-tab to switch to another application.
3) Press the power button.

Expected result: The "Shut Down the Computer" dialog should always be come up activated with input focus. I should be able to choose between the options immediately.
Actual result: The dialog is displayed, but it is not activated and does not have input focus. I have to find some way to navigate to the window to choose between the options. Meanwhile, the shutdown clock is ticking.

I am aware of bug #279406, but that bug was originally about the dialog being displayed _behind_ all other windows. This bug is only about the activation state of the dialog. Hopefully, this could be fixed in time for Lucid Lynx.

The new "Ambiance" theme makes it quite hard to see whether the shutdown dialog has focus or not, making this bug even more annoying. Try to guess from this screen shot, at a glance, whether the shutdown dialog has keyboard input focus or not. But one really shouldn't have to guess!
