syncSources should copy latest published upload

Bug Description

Using syncSources to copy packages from one P3A to another, I noticed that syncSources would not copy the latest published upload. So for example, in one PPA I have:

 gnome-session - 2.28.0-0ubuntu6 2010-01-07 Deleted Karmic All builds were built successfully.
 gnome-session - 2.28.0-0ubuntu5moo1 2010-01-07 Published Karmic All builds were built successfully.

Instead of copying 2.28.0-0ubuntu5moo1, it copied 2.28.0-0ubuntu6 which is deleted and hence unexpected. syncSources should copy the latest published upload. Alternatively, instead of copying by name I should pass a reference to the exact package I want copied.

syncSources() should pass status=PUBLISHED when it calls getPublishedSources().
