Did you really mean "bzr diff -N.." and not "bzr diff -r -N.."?
"bzr diff -r N.." shows a diff from revno N to the working copy. "bzr diff -r -N.." shows a diff of the revision N revisions ago to the working copy. It appears to me that this bug is fixed.
