Bug Description
In Dapper, on a machine with a PCI IDE expansion card, the drives on the IDE controller are loaded first while onboard drives are loaded later (meaning the first device plugged into the onboard IDE slot is not hda).
Onboard IDE should be loaded first to be consistent with other distributions (and previous versions of Ubuntu, though I've only verified this with the Breezy live CD).
I've found this in the 2.6.15-25-686 kernel, though I haven't tested for it in other kernels.
