bzr ignore should list ignores

bzr ignore without arguments should list existing ignored patterns; for some workingtree implementations the ignores aren't listed in .bzrignore, making it difficult to get a list of ignores.

You want a list of all active ignores, not just those ignores that
matched a file? We can do it, but it will be long.

Yes - as it may be hard to get that list any other way. I'm not sure how common this operation is, so maybe it should be 'bzr ignore --list' rather than 'bzr ignore' though.
