Moving of 'gdebi', 'synaptic', 'software-center' and 'software-properties-gtk' to 'desktop-recommends*'

Bug Description

I wish we could move the following packages from 'desktop*' to 'desktop-recommends*'

* gdebi
* software-center
* software-properties-gtk
* synaptic

Reasoning:

Many admins for business systems want to have these apps removed for safety and do not wish to play hide and seek on the menus; and also don't want to have to remove the 'ubuntu-desktop' package. It would be nice to shift the above apps to allow this to take place.

Both gdebi and synaptic are not installed by default anymore. Is that enough of a fix?

Software center is pretty important to the Ubuntu story.
