Wrong char enconding for german translation

Bug Description
The characters in the german translation are in latin1 but the default language for german is now UTF-8. With latin1 encoding the german Umlaut-characters are wrong (and kword/kthesaurus cannot find words).
A "recode lat1..utf8 thesaurus_de.txt" solves this problem.

Confirmed in feisty that thesaurus_de.txt files are encoded in ISO not in UTF-8.
