[backport] Please backport RSIBreak 0.7.1 from edgy to dapper

RSIBreak 0.7.1 provides numerous improvements, and since it does not
provide any library, it cannot break existing applications. Also, it
builds and runs fine on kde 3.5.2 (default dapper) as well as kde 3.5.3
(from kubuntu.org)

In short:

Dapper has version : 0.5.0
Requested version from edgy : 0.7.1

backports are exactly like syncs, but with a trivially modified source package. mia.py in the katie suite contains the relevant bits.
