[gtg-refactor] tags are not listed in tags treeview at first launch

Bug Description

To reproduce the bug (on revision 535) :

1. launch gtg in a fresh install (or set XDG_CONFIG_HOME and XDG_DATA_HOME)
2. Open GTG
3. Display tag side (press F9)
4. Check that tags contained in "Learn how to use tags" are not listed
5. Open the task "Learn how to use tags"
6. Add two caracters
7. Check the tags tree view, the tags are now listed !

I can confirm the patch fixes the issue.

I've added this patch to my 0.3 fixes branch at bzr+ssh://bazaar.launchpad.net/~bryceharrington/gtg/gtg3.0-fixes/
