Changing the GDM language requires a restart

Bug Description
Binary package hint: language-selector
Expected result: setting the language of the login screen in language-selector causes the login screen language to change after logout
Actual result: after setting the language of the login screen in language-selector, the login screen's language is only changed after reboot.
Steps to reproduce:
1. Go to System > Administration > Language Support
2. Change the language, making sure the "Keep the same" checkbox is checked
3. Log out, and realise that GDM is still in the previous language before the change
GDM's language will only be changed after a reboot.
I think that if the expected behaviour cannot be implemented, at least there should be a warning notice that a restart is required.

Confirmed, need to reboot to make changes apply. I can change the text under the "Apply System-wide..." button to indicate that a reboot is necessary. If I can get a UI Freeze Exception, I can fix this in Lucid.
