100% statement coverage for testing

Bug Description

We're so close:

txgenshi/__init__ 7 7 0 100%
txgenshi/loader 68 68 0 100%
txgenshi/test/__init__ 1 1 0 100%
txgenshi/test/example 32 32 0 100%
txgenshi/test/test_example 35 35 1 100%
txgenshi/test/test_loader 43 43 0 100%
txgenshi/test/test_util 11 11 0 100%
txgenshi/util 116 44 0 38%

Only util.py doesn't have 100% coverage and it looks like everything that's not covered relates to setup.py from util.py.

I'd like to achieve 100% statement coverage and then establish that as a project rule: all patches must continue 100% statement coverage.
