Wrong order of recipients in multiple-message replies

Bug Description
Blueman reports (7 Jan, 2010, vm.info):
When replying to multiple message (using marks), the list of recipients in
the "To" list is in the reverse order (after de-duplication) of the
mesages being replied to.
Though when including the message itself, the included text is in the
right order.
I think that the recipients should be in the same order as the marks and
included text.

Blueman adds:
Problem can probably be corrected by setting the APPEND option to
add-to-list so that the 'to list is constructed in the proper order.
However, I don't understand the code since it seems to be constructing
the same 'to list multiple times and I don't want to make the change
without fully understanding the code.
Is there a reason the code is written that way?
