Bug Description

Malone's karma currently awards points for any bug filed.

The idea should be to encourage *high quality* bug reports, and not duplicates or detail-lacking bug reports. Karma points should be awarded to the bug reporter only when the bug is confirmed.

Bug reports reported via an application's "Help -> Report Bug ..." are usually much more informative than a normal bug report. It would be great if we could "reward" people for submitting bug reports via this mechanism.
