This is not a duplicate of bug 29177 (about merging two teams), because a team may be obsolete without there being any applicable team to merge it into, in the same way that bug 2773 (about deleting a person's account) was valid regardless on the ability to merge accounts. For example, someone may create a team and later realize they should have created a project instead; or a team may be obsoleted by the introduction of structural subscriptions.
This bug can be implemented by using team merging (with the registry administrators team as the appropriate celebrity, I suggest) as the backend; if that is the case then a simple UI to trigger this would be enough.
