I have fixed this bug (see attached branch) and forwarded the patch upstream to Debian.

The fix for this problem was released in starplot (0.95.5-3ubuntu1):

  * debian/patches/02-fix-ftbfs-and-hrdiagram-opts.dpatch: Fixes:
      - FTBFS - must call set_*_item() accessors, not set_item() template
        (LP#: 504107).
      - Make HR Diagram window Options menu correctly reflect the state of
        the main window opts for Labels and Diameters on HR window startup.
