Bug Description
Bug heat should be calculated at regular intervals. We should add a cronscript to take care of this.

Stub has suggested that instead of adding a new script we add this functionality to garbo-daily. Since that's a relatively quick win, I'll land it as part of bug 503745. Marking this as Won't Fix since it's no longer relevant.
