can't install new kde scheme in system settings

Binary package hint: kdebase-workspace
I can't install a new KDE scheme via the "system settings" application using "Get New Schemes". I can select the "install" button for any of the schemes listed but none will actually install and appear as a selectable scheme. I am running Kubunto 9.10 AMD64.

i have reproduced this issue and would like to know if your CPU is Compaq build? if so i may know the reason why and have a fix
