Provide more information on the OpenID endpoint HTML page

Currently https://login.ubuntu.com/+openid only says: "This is an OpenID server"

Maybe we should copy Launchpad's similar page, which is more detailed: https://login.launchpad.net/+openid

Let's try this...

Ubuntu SSO:

"This is the Ubuntu SSO service, built on OpenID. The service enables you to use your Ubuntu SSO account to log into various sites run by Canonical and Ubuntu.

Launchpad:

"This is the Launchpad login service, built on OpenID. The service enables you to use your Launchpad account to log into OpenID-enabled sites around the Internet.

This has failed, neither the Launchpad or the Ubuntu branded sites for 2.3 EC2 display this message.
