HTML markup in localized slides is redundant

Bug Description
For each slide that is localized, the slide's HTML file is completely duplicated with the new strings replacing the old ones. The additional HTML markup, comments, etc. consumes a significant portion of disk space.
Instead, the localizations should be outputted as plain text, with simply the localized strings, and the Javascript should assemble these on its own instead of pointing to entire HTML files.
