Attachments not added to existing bug (when adding a comment to an existing bug)

Binary package hint: reportbug

When I file a bug using ubuntu-bug [pid id], I found an existing bug that was the same, so I added a comment, but the report collected by ubuntu-bug was not added to the bug.

What happened :
1. I added a comment and the collected files were not added

What should happen :
2. When I added the comment, all the data collected by ubuntu-bug should be added to the existing bug that I selected

Sorry, due to the way Launchpad works this is currently not possible. You can run "apport-collect 12345" to add information to an existing bug.

i think one of these programms should be removed. why its needed to be ubuntu-bug and apport ?
are there some differences? does both can get the same results?
