Webpage display problem

Below webpage has display problem when I use Ubuntu.

By right it should display "User ID" and "PIN" fileds that allow me to log in but it did not display. When I used Ubuntu 8.04 I also encountered the same problem but after downloading a few Firefox and Java plugIns, the problem gone. Recently I upgrated my Ubuntu to latest 9.10 version and now the problem happened again. No matter what plugIns I added to Firefox and Java, I still could not see these "User ID" and "PIN" fields. Can anyone help me and tell me how to resolve this problem?
