Ubuntu Software Center reports other software managers running and will not install requested software

Bug Description

Binary package hint: software-center

With no other applications running, and while trying to install another software through the Ubuntu Software Center, the program reports that another Software Managing program is running, and will not install my selected component until the 'running' software has quit. Since no other software-managing software is running, this is impossible.
