website: put link to manual on navbar on the right side

Bug Description
The link to the manual is somewhat hard to discern. I'd like to be
additionally put on the navigation bar on the right side.

I fear that that link probably goes to Gary's CL-Markdown-based manual.
That manual requires a CL tool chain that I have never had the motivation or ability to operate, and uses a syntax I don't feel any desire to learn.
I'm the only person who has been committing documentation patches, so I propose we eliminate the CL-markdown manual and revert to asdf.texinfo, into which I laboriously back-patched the material from the cl-markdown manual.
