pop up notification windows unreadable

Bug Description

The pop up notification windows for items such as successful wireless network connection, mounting/unmounting usb flash drives, ejecting CD/DVD disks, etc.. is completely unreadable in Ubuntu 9.10. Installation is on a Dell Inspiron 5100 laptop with ATI Mobility Radeon 7500C graphics adapter. Laptop is setup to dual boot with Windows XP.
The notification windows can be made readable by enabling desktop effects, but then my system is unstable and crashes frequently. I also attempted to disable graphics acceleration using xorg.conf which solved the issue, but I continually get messages warning me that my system is running in low graphics mode and I am provided with avenues to repair the issue.
After much frustration with the issue, I removed Ubuntu from my system and installed Xubuntu 9.10 hoping that the problem would not cross over to the derivative, but that is not the case. The issue is also present with Xubuntu.
