Bug Description

Steps to reproduce:

1) bzr branch lp:arsenal
2) chmod +x setup.py
3) sudo ./setup.py install
    (...)
    error: file '/tmp/arsenal/bug-listing' does not exist

Line 25 of setup.py refers to the non-existent 'scripts/milebugs'.
