Audacity cannot open WAV files from Samsung cameras

What i'm trying to do:
I am trying to take a WAV file which is generated by Samsung camera with the 'record voice' feature, and open it in Audacity for editing purposes. (see 'DoesNotWork.wav')
What i get:
File claims to open correctly, but i just get screeching sound.
Note: File plays correctly in windows WinAmp, and if i remux the file with the ffmpeg (without any reincoding, simply using '-acodec copy') the file imports fine (for that version of the file see 'Works.wav')
What i want to get:
Clearly i want for the file which can be read to open up correctly. I am unsure what the difference between the working and non-working version is, but it can't be in the audio itself, since the streem has been simply copied.
Hi Volodya, and thanks for reporting this bug. I tried your wave file and both the "works" and "doesnotwork" files opens perfectly in my version of Audacity (1.3.10-1). What versions of Ubuntu and Audacity are you using?
