Bug Description

Binary package hint: joe

I am using joe/jmacs (3.7-1) on Ubuntu Karmic.

Joe/jmacs should guess the encoding of a file (e.g. ISO8859-2) and display correctly 128-255 characters on UTF-8 terminal.
It does not - It incorrectly guesses "ascii" (as seen by ^K<space>).

This works ok on PLD linux, where joe was built (I think) from this file

The locales and joe config files are identical on both machines
