`locate file` fails with mlocate.db: Permission denied

Bug Description

I'm running a Pangolin Performance panp6, shipped with Ubuntu 9.10.

As shipped, `locate file` fails with the error message:
locate: can not open `/var/lib/mlocate/mlocate.db': Permission denied

ls -l /var/lib/mlocate/mlocatedb shows the problem in detail:
-rw-r----- 1 root mlocate 21274977 2009-12-15 10:02 mlocate.db

Although usrmod -ag mlocate kaedenn would fix the problem, I believe this should be fixed without end-user intervention.

Somewhere, somehow, make uid 1000 (the default user) a member of mlocate, as well as subsequent users?

This is actually an Ubuntu issue. If you're still having issues with this problem, please contact us at support...at...system76...do...com.

We do not experience this with a clean install of Ubuntu. Also, we're not seeing it across the board. Because of this we believe it is better classified as a support issue.
