apt-get hangs on "Waiting for headers..." nearly every time I run it

Bug Description

Binary package hint: apt

Sometimes, "apt-get install" works fine, but most of the time it hangs fetching the first package and says "[waiting for headers]" for about 5 minutes or more. If I wait it will eventually clear up and download the packages. If I try to use "wget" to download the package in question it works just fine.

I have a Wireshark capture file which might be helpful in diagnosing the problem. I've attached it to this report.

Have you tried to use a different archive that might be more responsive to your request?

apt-get should use wget -c for downloading, it works amazingly good and doesn't hang.

Please fix it, I cannot even install packages from the internet.
