Bug Description
1. ubuntu isn't connected to the internet
2. the user is trying to run an internet application
3. (the idea) the network manager will pop up and ask the user if he would like to connect with the default setting or create a new one
this is a good idea specially for new user who have no experience with the GUI

Thank you for bringing this bug to our attention. However, a paper cut should be a small usability issue , in the default Ubuntu 9.10 install , that affects many people and is quick and easy to fix. So this bug can't be addressed as part of the project.
this is a feature request and so can't be considered a papercut
