Romanian missing glyphs with liberation font

Bug Description

Currently, pdfs built for Romanian use the liberation font. However, this is missing at least this glyph: ș.

DejaVu font has this glyph and should be reviewed for better coverage.

If found to be better, DejVu's xml configuration should be created for apache fop following the current approach and should be added to the source, with make_pdf adjusted to use it for Romanian.

Ubuntu Font Family also has these glyphs.
