Bug Description
In the context of some other discussion: there seem to be three bits of text about a proposed review
1- proposed commit message
2- first review comment
3- cover letter (as distinct from 2, not implemented yet)
Maybe the propose merge form should ask for the commit message you want to use? For small obvious patches this would be all you need.
