Bug Description
After seeking all possible means, seems like this is a problem and should be solved.
A user should be able to delete his PPA, whether it contained packages in the past or not.
It should be able to rename his LP account after performing that removal.
I hope launchpad developers implement this functionality soon.

Setting this to invalid as this is two bugs. Delete PPA is bug 392887 and PPAs blocking account rename is bug 386167
