After upgrade to KDE 4.4 beta in Lucid, no KDE applications will start.

Bug Description
I recently upgraded my Lucid test box and downloaded the KDE 4.4 beta packages. However, after I have done this, all KDE applications refuse to start. When the system boots, instead of displaying KDM, it just sits there with a spinning cursor. If I switch to a VT, stop KDM, and start X manually with xinit, an xterm window comes up. If I attempt to launch any KDE application with that terminal, it chews on the HDD for just a second and then sits there doing nothing until I kill it. No output is produced on the console or in the logs. Some of the apps I have tried are kwin, dolphin, konsole, kate, and systemsettings. All have the above behavior. Applications that use only Qt, however, such as qtconfig and speedcrunch, work properly.
Confirming this. All KDE apps seem to hang, and judging from an strace I ran on them they seem to over and over be querying for locale information. Will attach it in a second.
