Project set group admin view needs better title/breadcrumbs

Now that the group admin view lives within a project set, it needs a title and breadcrumbs to indicate this.

This is difficult, since we have no good way to name a project set.

I now think that we should just list the set's projects on the group admin page.

I'm not going to add a breadcrumb for project sets, as there's nothing meaningful there anyway.
I'm going to add a breadcrumb called "Projects" without a link, which is consistent with the "Manage projects" page.
I'm also going to list the set's projects on the group admin page, as you said.
