[karmic] fan is not working and increase the temperature

hello i am having a problem with my fan not starting when i start my computer off a clean boot. the fan starts up in bios and in boot menu but once ubuntu 9.10 starts it kills the fan. the tempature starts increasing a lot till it eventually kills the pc and shuts it down. once powered on again it starts the fan back up but same problem happens when starting ubuntu.

though i have found that it works when starting from a hibernate status (which never used to happen with acer aspire series). this is the only way i know how to get around this problem.

this problem happened after upgrading from jaunty to karmic.
the fan works in windows, bios, and grub.

i have tried 3 kernals and problem exists in all of them.

specs:
pc: aspire 5315
1.5 gb ram
celeron 2.0 ghz 550
gnome 2.28.1

i do not believe this is a duplicate of the Bug #407780.

because when i was running 8.1 before i switched over the only time it heated over was when i was coming out of a hibernation. not off of a clean boot.

btw the bug still exists up to current kernel version as of this post.
