no admin interface for changing essay and full name

We have made it possible to create a list that requires/doesn't require an essay, requires/doesn't require a full name entry and has some custom questions for the essay, but there is no way to change these options (other than edit the .pck files). We need an admin interface for this.

Someone should also look into whether it makes sense to allow someone to turn on/off dlists after creation -- that could be tricky, but if it isn't, we should allow that too.

I am trying to solve this bug and I have a few questions, if someone could answer them, it would be very helpful:
1. Correct me if I am wrong, there is a config.pck file inside every /usr/local/mailman/lists/listName folder, which is probably the one being referred to in this bug. What needs to be changed in the file to change the options require/doesn't require a full name of require/doesn't require an essay. I opened the file and couldn't understand it.
2. In which folder should I put the file to add the admin interface?
