Windows: launch under taskbar when at top

Bug Description
For me (and I guess for many others), using the XP Taskbar at the top of the desktop, the Inkscape launches with its Title Bar under the Taskbar.
The App should check with Windows about the display area, and ensure it starts lower.
I have (VB.Net) code for my own apps that do this - happy to share.
