for sove this bug, you open the file /var/lib/dpkg/status (first make a copy)
to open this file to shell 1(sudo cp /var/lib/dpkg/status /root/); 2( sudo gedit /var/lib/dpkg/status)
Search Package: epiphany-browser-data
and replace the status line with this status : ( Status: deinstall ok config-files ) save and close.
then by the codes:
sudo apt-get update
sudo apt-get dist-upgrade
Now it should work...
