Bug Description
Write 'The IVLE Manual', which is a low-level description of the system
without going into the code. This is intended for sysads (including setup
and maintenance information) and end users.

I intend to write a page after Sample Data called "A tour of IVLE" which basically assumes you have a fresh IVLE install with the sample data, and takes you on a tour of all the features, with specific mention of the sample data.
It would be broken up into a major section for each level of user: Student, Lecturer, Admin, with each section introducing the new capabilities
