Bug Description
We should have a filesystem housekeeper that we can run to sync up the
filesystem to the database. Sample data needs this, or the subjects and
users will not have jails or Subversion repositories. This should also
rebuild the Subversion ACLs.
It would be nice if we could trigger a run of this when creating user and
group jails and repositories, so we don't do the maintenance synchronously
and with our awful transaction hacks.
