Declining ToS no longer logs out properly

Bug Description
What steps will reproduce the problem?
1. Create a new user.
2. Log into IVLE as that user.
3. Decline the ToS.
What is the expected output? What do you see instead?
It should log out. Instead we get the ToS question again.
I suspect the logout POSTification broke this.
