Create a user interface for groups to submit project work

of a project to submit to. The available projects will need to be
determined by looking at the project_set associated with the group. It then
needs to record the revision and path (and perhaps the assessed?) in the
DB.

This should also include a verification system - one should be able to
click a button on specialhome to check out any submission into a new
directory.
