Bug Description
The phpBB forum sets it's cookies to the wrong domain (set for local
development). This causes phpBB to fall back to using query strings for
tracking sessions.

forum_data.sql is gone in no-phpbb-for-you, as the site administrator installs phpBB
rather than loading our (no longer existent) DB dumps.
