Please sync lottanzb 0.5.2-1 (universe) from Debian testing (main)

Explanation of the Ubuntu delta and why it can be dropped:
FTBFS with Python 2.6 has been fixed upstream.
--install-layout=deb is now set by setup.py.

    + Bump Standards-Version to 3.8.3.
    + Add intltool to Build-Depends.

      dh_desktop-is-deprecated.
    + CHANGELOG has been renamed to NEWS.
  * debian/manpages, lottanzb.1:
    + Use the man page included in the source tarball.

Thanks alot for ack'ing the sync request. It looks like the Ubuntu archive admins won't run out of work in the near future.

I hope the sync is not being delayed because I erroneously requested a sync from Debian sid instead of testing. Of course lottanzb 0.5.2-1 has been moved to testing weeks ago.
