After computer is out of sleep, delay before password dialog

Bug Description

This is in Kubuntu 9.10. All packages are up-to-date.
After the computer (this is a notebook) returns from suspend mode, the screensaver activates and makes sure that the screen is locked. This is expected behaviour. However the password dialog will not appear after a few, say 10, seconds. It seems like mouse and keyboard input is being ignored. After those few seconds, the password dialog will appear like nothing is wrong and I can conintue using the computer.

Is this problem present with the latest updated Karmic's, Lucid's or Maverick's packages?
