Bug Description
With respect to /etc/init/
I note that the CC is announced separately at a service level, so I suspect there is no harm in continuing to announce the presence of the hostname.
(I only noticed this because I have a machine under my TV that I use for occasional eucalyptus testing and I couldn't ssh to it via its usual .local address)

Are you sure about this filename: "/etc/init/ eucalyptus- cc-publication- ip.conf" , as I can't find that anywhere.
I'm having trouble finding where and how the mDNS hostname is being withdrawn.
When you experience this problem, is avahi-daemon still running? I would think that as long as avahi-daemon is running, you should have access to your mDNS.
When you experience this problem, what is the output of "ps -ef | grep avahi"? For me, it's:
$ ps -ef | grep avahi
avahi 1060 1 0 Jan28 ? 00:00:00 avahi-daemon: running [x200.local]
avahi 1061 1060 0 Jan28 ? 00:00:00 avahi-daemon: chroot helper
